This tutorial is written for those who have a working knowledge of psp.
Supplies Needed
Psp+animation shop
Dusb flux
Tube, font, winter scene of your own choice.
I am using the art of Barbara Jensen you must have a license to use her art.

Ok Let's get Started.
1.Open up your elements in psp.
Activate your white frame duplicate it and close the original.
Grab you magic wand and click on the white frame.
Selections modify contract by two.
add a new layer. and flood fill with a gold gradient.
select none.
2.on your white frame with your magic wand
click inside the left frame.
Selections modify expand by 11.
add a new layer activate your paper one
edit copy on your working image paste into selection.
select none. put this below the gold layer
3.on your white frame click inside the right frame
selections modify expand by 5.
add new layer and flood fill with white
select none.
but this below your gold layer
4. on your white frame again with your magic wand
click inside your right frame
selections modify contract by 2.
add a new layer
activate you winter scene edit copy
edit paste
into selection on your working image
put this above your white fill.
add a drop shadow to your white frame
v 1 h -1 opacity 78 blur 2.
repeat the drop shadow changing the v-1 h 1.
add a new layer send it to the bottom
and flood fill with white.
5.Activate the note paper resize by 48%
edit copy and paste as a new layer on your working image
Image rotate free rotate by 25 right.
place that on the left frame.
6. Add your elements ribbons, bows,
add a drop shadow.
and word art.
this has been resized to fit the note paper.
place them on your tag.
look at my tag for reference.
Add your tube and place it just between the two frames.
add a drop shadow
add your text.
7.Highlight your bottom layer add a new layer
place your brush your watermark and copyright information on.
8.layers view none. take the x off your bottom layer
your brush layer red paper white fill and your winter scene.
layers merge visible.
9. Hide your merged layer.
highlight one of the other layers and merge visible.
you should now have two merged layers.
Time to animate
Open animation shop
and open your snow gif minimise for now.
back to psp highlight your bottom merged layer
edit copy go to animation shop,
and paste as a new image
your snow gif has ten frames
so we need our image to have ten
by duplicating it to have ten.
once you have done that
activate your snow gif on your keypad
Ctrl a + Ctrl c
go to your working image
on your keypad Ctrl a Ctrl e
place it on your winter scene.
back to psp on your second merged layer
edit copy
back to animation shop paste as a new image
and repeat the duplication to 10 frames
and repeat the Ctrl a + Ctrl c
on your working image
repeat the Ctrl a+Ctrl e
view your animation if you are Happy save
